Richard A. Walker was born in Bolton, Lancashire, England on February 2, 1863. Dick played soccer for Bradshawgate Wesleyans before emigrating to Canada.

He made his debut as a soccer player in Montreal for the Druids in October 1891. He became a referee in 1903 due to an injury suffered while playing soccer. For the next 20 years he was among the leading referees in the Province of Quebec. He continued to be a linesman well into his 70’s.

Dick was a life member of the National Soccer League. In 1940 he was elected as a life member of the P.Q.F.A. Referees Association. In 1953 he was presented with a life membership in the Province of Quebec Football Association.
